Delivery only runs with an active destination of your own — a Meta Conversions API endpoint or a Google Enhanced Conversions or Data Manager destination — an explicit event mapping, a passed DNT/GPC and consent check, supported identifiers, and valid credentials. event_id deduplication and delivery diagnostics are part of it. It is not a customer data platform and not a replacement for tag management.
