Usually yes in the cookie-free default mode: the default measurement path sets no cookies and honors Do-Not-Track signals. The optional persist and identify modes may require additional consent depending on jurisdiction and setup.
- Can we still use Google Ads activation if we switch analytics platforms?
Conversion signals, yes. Once explicitly enabled, the customer-owned Conversion API delivers selected, mapped conversion events server-side to your own Google Enhanced Conversions or Data Manager destination — with DNT/GPC and consent checks, event_id deduplication and delivery diagnostics. The path is off by default, and it is not a replacement for tag management, server-side GTM or a customer data platform. GA4-native audience lists and auto-bidding on GA4-modelled signals stay a GA4 path; teams that depend on them keep GA4 running for that.
- What about BigQuery export parity?
